The Safe Food for Canadians Regulations (SFCR) generally applies to food for human consumption (including ingredients) that is imported, exported, or inter-provincially traded for commercial purposes. According to the SFCR, food businesses are responsible for ensuring manufactured, processed, treated, preserved, graded, packaged, or labelled food to be sold inter-provincially is performed by an SFCR license holder and meets SFCR requirements. This includes food sold inter-provincially at farmers markets. Food businesses that are impacted fall in several food commodity categories including, but not limited to, meat products and food animals, maple syrup, honey, dairy, eggs, fish, and fresh fruits and vegetables. Examples further include packaging and labelling fresh fruits, food processing, manufacturing baked goods, or packaging and labelling of honey.
The Safe Food for Canadians Act came fully into force on January 15th, 2019. Some requirements for sectors are required in 2020 and 2021, based on the type of food and the activity being undertaken, as well as the business size.
Alberta and Saskatchewan have their own provincial food regulations and oversight. Food businesses within Lloydminster are licensed and inspected by Saskatchewan Public Health (SHA) unless they are licensed by the Canadian Food Inspection Agency (CFIA) under the Safe Food for Canadians Regulations (SFCR). Food businesses wishing to sell products across the provincial border are required to be licensed under the SFCR.
Due to Lloydminster's bi-provincial nature, food businesses who are wanting to sell across provincial borders are held to the higher standards of SFCR. The Lloydminster Chamber of Commerce is working with the Canadian Food Inspection Agency to find solutions. We need businesses in our region to provide feedback on how these SFCR and inter-provincial trade regulations affect your business.
The plan:
1) We will be holding an info session with the Canadian Food Inspection Agency on the Safe Food for Canadians regulations where they will provide a presentation on the regulations and allow for Q and A. Here you can ask questions of how your businesses is impacted or your requirements under the regulations.
2) Following the educational session, the Lloydminster Chamber will be conducting a survey to gain feedback on the impact to your business.
3) Advocacy: We will take the feedback to work with the Canadian Food Inspection Agency to develop a solution.
